Versioned precompile script - drop 1.5 - support 1.6 and 1.7 ( #3972 )

* versioned precompile script
* add explicit minor version in CI
* revert to supporting 1.5 - 1.7
* update precompile_includer
* drop support for 1.5, bump to 1.6
* Update ci.yml
